Neighborhood Improvement & Preservation:
A strong residential component is vital to the downtown business core. The CRA is creating a Neighborhood Improvement & Preservation Program, N.I.P.P., in an effort to strengthen the residential neighborhoods throughout the CRA Overlay District. The fundamental goal is to enhance the residential character by creating opportunities for the development and redevelopment of housing units. The program is designed to re-invigorate the once vibrant neighborhoods, highlighting their historical heritage, while re-establishing the value of residential properties as part of the CRA’s overall economic development program for the downtown area.
